							<p>However, if these brothers of ours had any knowledge about the Usul and had read a book about the Usul in their lives, they would not think like that. They would understand that the truth is not as they say.<br />
Because believers are in two states in terms of knowledge and information. They are either mujtahids or muqallid. Now let us try to convey the conditions of being a mujtahid as they are from some works:<br />
1- To be proficient in Arabic in order to be able to examine the sources of Islamic law.<br />
2- Knowing the Quran and Quranic sciences.<br />
3- Knowing the Sunnah and related rulings.<br />
4- Knowing the principles of fiqh.<br />
5- To know the issues that are subject to consensus and disagreement.<br />
6- To know the purposes of the Sharia rules and the benefits they protect,<br />
7- Having a correct understanding and good judgment.<br />
8- To have good intentions and strong beliefs.<br />
9- To have the natural ability for ijtihad. (9)<br />
Ibn Melek says:<br />
1- It is to know and comprehend the knowledge of the Holy Quran together with its literal and religious meanings, as well as its parts such as the Has, Amm, Muavwal, Zahir, Mufessel, Muhkam, Hafi, Mushkil, Mucmel, Mutashabih, Hakikat, Metaphor, Sarih and Kinaya.<br />
2- Knowing the knowledge of the Sunnah along with its methods such as Tawatir, Istikhar, and Ahad.<br />
3- He knows the ways and conditions of Qiyas.<br />
Again, in the footnote of Ibn Abidin in “KITABUL-KADA”, under the title “ON THE CONDITIONS OF IJTIHAD”, he writes the following: “The conditions that must be present in the person who performs ijtihad:<br />
I-Being a Muslim</p>
<p>2- Being smart</p>
<p>3- Being a puberty</p>
<p>4- He must be a Fakih-un-Nafs. That is, he must be very understanding in his foundation and creation (in terms of deriving a judgment from evidence).</p>
<p>5- Knowing the Arabic dictionary.</p>
<p>6- He should be able to comprehend the verses of the Holy Quran related to the rulings and should know the hadith in terms of Nasikh, Mansukh, Sanad and Metin.</p>
<p>7- Knowing the analogy.<br />
These conditions are absolute and necessary for the Mujtahid who issues a Fatwa in all rulings. (10)</p>
<p><strong>“Summary of Sharh-us-Sunnah”</strong> Fethul Allam, from the book named Bulûgul-Meram Commentary, narrates the following about the Mujtahid: “A Mujtahid is someone who has compiled, that is, knows, five branches of knowledge in himself:</p>
<ol>
<li>a) The knowledge of the book of Allah</li>
<li>b) The knowledge of the Sunnah of the Messenger of Allah</li>
<li>c) The knowledge of the subjects on which the scholars of the Salaf as-Salih agreed,</li>
<li>d) Lexical science,</li>
<li>e) It is the science of Qiyas. I- Qiyas: If a ruling is not clearly stated in the Quran, Sunnah and Ijma, it is the way of deducing that ruling from the Quran and Sunnah.<br />
2- By the science of the Book, we mean the parts that are Nasıh-Mehsuh, Mücrael-Müfesser, Has-Amm, Muhkam-Müteşhabih, Karahat-Tahrim, Ibaha and Nadib.<br />
3- Along with these parts of the Sunnah, he should also know the parts called Sahih, Zaif, Mursal, Musnad. He should know the Sunnah’s being based on the Book and its opposite, so much so that when he sees a hadith that seemingly contradicts the Book, he should know how to reconcile it with the Book. Because the Sunnah is the explanation of the Book. In fact, it does not conflict with it. However, it is obligatory to know the religious rulings that have been passed on about both of them. It is not necessary to know the Stories, News, and Mew’izas that are not included in the rulings.<br />
4- It is also obligatory to know the meanings of the rulings given in the Book and the Sunnah from the lexical knowledge.<br />
5- It is also necessary for him to know the opinions of the Companions and Tabi'een on the rulings and most of the fatwas of the jurists of the Ummah. Because if he does not know these, he can give a ruling contrary to them and break the ijma. When he knows all of these types, he is a mujtahid. If he does not know, the way out is to follow a mujtahid and become a faqlid.</li>
</ol>
<p>In another book, a person who is qualified to attain the level of ijtihad can only attain the level of ijtihad with the following attributes:<br />
1- He has the intelligence that enables him to deduce evil rulings from evidence.<br />
2- To believe in Allah and His attributes correctly, and to confirm the rulings that Allah's Messenger brought from Him.<br />
3- Knowing the meanings of the Quran in terms of the word and the Sharia.<br />
Knowing the dictionary means knowing the meanings of words and sentences and the characteristics of what they mean.</p>
<p>In this case, he must naturally know and learn what the sciences of Dictionary, Grammar, Sarf, Mani and Beyan express.<br />
Knowing it from the perspective of Sharia means knowing the meanings that affect the rulings. <strong>The wording is Hass, Amm, Common, Concise, Explicit, Difficult, Muhkem, Hafi, Nass and Muevvel.</strong> It means knowing the rulings of each of these parts to the extent that he can immediately apply to the points he will need when he requests the ruling.<br />
4- Knowing the Sunnah. This means knowing the text of the Hadith, which is its very essence, its chain of narrators such as Tawatur, Shahraat, Ahad, which is the way it came to us, the state of those who narrated it, its refutations and amendments. Our aim in knowing the text of the Hadith is to know its meanings in terms of the literal and religious law, as stated in the article on knowing the Quran.<br />
5- In order to make a correct judgment, he must know the conditions, provisions, parts, and the aspects of QIYAS with the acceptable and unacceptable aspects of those parts.<br />
6- He should know the issues that have been decided upon by IJMA so that he does not issue a fatwa contrary to what has been decided upon by IJMA.<br />
7- He should know NASIH and MANSUH so that he does not fall into a ruling that has been abrogated.<br />
8- He must be fair. This condition is needed for his fatwa to be accepted. Because the word of a FASIK person is not accepted in religious matters.<br />
9- There is no definitive evidence such as NASS or IJMA1 against IJTIHAD. This condition is a condition for Ijtihad to be permissible and halal. Thus, it is understood that the judgment about which Ijtihad is made is a quick judgment that has no definitive evidence. It is not halal to attempt Ijtihad in the face of definitive evidence such as Nass or its implementation.<br />
Approximately these qualifications are required for a mujtahid in all sources.<br />
Returning to the beginning of our topic, we have explained that our Almighty Lord made a promise in the world of spirits, that it is essential to be faithful to this promise, and that He announced it to every responsible person who comes into the world.<strong> “We were not aware of this”</strong> You should not say. In order to make this reminder, He sent prophets to every nation and reminded them… <strong> "So that you don't say we didn't know about it."</strong></p>
<p><strong> </strong><br />
The Seal of Prophets, the Prophet Muhammad (pbuh), also warned his ummah and advised them not to deviate from the right path. Because he informed us that his ummah would split into seventy-three sects. We understood the necessity of explaining the above issues in order to better understand our subject. Therefore, the speeches or writings of people who are not properly versed in these sciences should not bind us. Can a conscious believer who is aware of Islam ever trust their words? Of course he should not.<br />
These hadiths <strong> “weak, not authentic”</strong> Let us ask those who say, “How many hadiths do you know in your memory? Do you have the knowledge of hadith so that you can distinguish the weak from the authentic? With what method do you make this distinction? Talking about hadiths is permissible only for hadith imams. In order to become a hadith imam, that is, to be able to perform ijtihad in hadith, and to issue a fatwa, the following information in the books must be looked at: A person who knows a hundred thousand (100,000) hadiths along with their narrators is called HAFIZ. A person who knows two hundred thousand (200,000) hadiths is called “Sheikh-ul-Hadith.” A person who knows three hundred thousand,000,000 hadiths is called Hujaet-ul-Islam. A person who knows more than three hundred thousand hadiths by heart with their narrators and chains of narrators is called HADITH IMAM and MUCTAHID.<br />
Even Allama Ibn Subki (may Allah have mercy on him) said the following on this issue: "A Muhaddis is someone who knows the chain of narrators of hadiths, the names of the narrators, and their distance and proximity.</p>
<p>In addition, he should have memorized the texts of many of these hadiths, he should have read and listened to the six hadith books, the Musnad of Imam Ahmad, the Sunan of Ayhaqi, the Mujam of Tabarani, and he should add a piece of hadith to them, which is the lowest level of being a MJHADDIS. (If you notice, it is not said that it is said that it is the measure of being a Muhaddis, but a measure of being a Muhaddis.) When a person goes around the hadith scholars, says the amount we have said, writes down the degrees of Muhaddis and hadith, and talks about their cause and attribution, then Muhad is found in the first step of the teeth… Then Allah (swt) grants as much as He wishes to whom He wishes.” (13)<br />
Is there such a scholar today? How many are there? The sciences of hadith have remained in the hands of incompetent people. The books of hadith, which are accepted as correct and authentic by all Islamic scholars, have become famous in the world.<br />
These six hadith books <strong>“The Library of Sittah”</strong> It is said. There will be those who will change their appearance and color as if they were in a palace when faced with these sentences. We need to ask how many of their works have gained fame and appreciation in the Islamic world?<br />
