There is a fatwa about secularism by Mustafa Sabri Efendi, one of the last sheikhs of the Ottoman Empire, and it is as follows:
In fact, separating religion and state affairs is nothing more than a plan to eliminate religion. All the bid'ahs that come from the West and its adherents are aimed at destroying Islam and alienating Muslims from it. However, the most terrifying thing they have introduced for this purpose is SECULARISM, which means separating religion from state affairs. Secularism is a blow dealt by the state to the people's religion. A political regime that accepts the principle of secularism is considered to have rebelled against Islamic rules. Therefore, first of all, this state has committed apostasy (abandoned religion), and then those who obey it (voted for it) have become apostates. (……..) Thus, nothing as horrific as a quick and collective initiation into disbelief and blasphemy cannot be imagined. If any of us, as an individual, does not accept any of the rules of Islam, rejects the sovereignty of religion, denies any of the halal and haram, commands and prohibitions, we have committed disbelief. So, if we collectively reject God's sovereignty, his commands and prohibitions, and his standards regarding halal and haram, What will be your ruling on the members of a state that rejects it and therefore is undoubtedly an apostate?
